Commissioners for Oaths are duly appointed persons authorised to administer Oaths or Declarations or other legal documents. Different jurisdictions have differing rules on the appointment of a Commissioner for Oaths. In some countries, lawyers are automatically empowered to act as Commissioners for Oaths as they are Officers of the Court. In other jurisdictions, the Minister of Justice (or another legal official) appoints Commissioners for Oaths. When you take an Oath you (as the deponent) are confirming that the affidavit or other legal document contains the truth.
